The incident comes weeks after an explosive device was found at Chandigarh's Burail Jail on April 24.
Hours before the blast, the state's intelligence wing had asked law enforcement agencies to step up security.
This happened after two letters were purportedly received from a commander of Pakistan-based terror group Jaish-e-Mohammed.

Monday's blast was reported from the third floor of the building which houses the intelligence wing, the Special Task Force against Drugs, the Anti-Gangster Task Force among other units.
